to me daily from the Assistant Land Officers for the New Ter-

-ritories in connection with sales Leases &c., all of which have

to be dealt with carefully and often complicated questions

arise in which advice has to be given.

In addition to the above we are daily

receiving enquiries from the Sanitary Board, Building Authority

and Survey Departments with reference to ownership of houses,

lanes, streets &c., necessitating frequently long search in

registers and records extending over several years.

I think it will be thus seen that there is

ample work to keep both the Land Officer and Assistant Land

Officer fully employed.

I am therefore of opinion, after several

years' experience, that the time has now come when it is

necessary that an officer should be appointed to devote his

whole time to bankruptcy work either as Official Receiver or as

Assistant Official Receiver; I am not sure that the latter would

not be the better plan for it is a work which it is exceedingly

difficult to take up at short notice, often involving cases

extending over several years, most of the work however would be

done by the Assistant, an arrangement of this sort would ensure

two Officers being acquainted with Bankruptcy work and prevent

any difficulty arising in the absence of one or other of them

on leave. This would necessitate an amendment in the Bankruptcy

Ordinance.

The above remarks have been made rather

hurriedly as I understand His Excellency requires a report as

early as possible.
